Notice on Selecting Candidates for Overseas Training of Young Backbone Teachers‘ Teaching Ability in the Second Half of 2019

According to the “Zhijiang College Zhejiang University of Technology about issuing the notification of youth backbone teachers teaching ability of overseas training plan’s implementation measures (amendment)” (Zhijiang College Zhejiang University of Technology [2018] no. 28) spirit, continued to implement the second half of 2019 college youth backbone teachers teaching ability of overseas training plan, now the related matters notice are as follows:

I. Conditions for Selection

1. Love the motherland, love the cause of education, love the school, with good ideology and professional quality, have an outstanding performance in teaching, scientific research and other work, have a strong sense of dedication and responsibility.

2. Teachers with doctor's degree or intermediate or above professional and technical positions, who have come to the college to undertake teaching work for at least 2 years and are under the age of 45 (inclusive); if major (discipline) builds deed need, and approved by the college, the age limitation can loosen appropriately.

3. Foreign language level meets the requirements of foreign acceptance units, and have a certain foreign language communication skills.

4. The reception of foreign units must be a well-known university or research institution, and the tutor must be a well-known professor of the subject to be studied. Further education units can be contacted by the teachers themselves or designated by the college.

II. Selection Plan

In the second half of 2019, 10 young backbone teachers will be selected to go abroad for further study. Units of further education shall be contacted by teachers themselves.

III. The Selection Method

1.Qualified teachers should apply to the secondary school (department) where the major (discipline) is located, and fill in the application form for “overseas training of teaching ability of young backbone teachers in Zhijiang College Zhejiang University of Technology” (annex 1), and promise the corresponding visiting results.

2. Each secondary school (department) shall conduct the qualification examination of applicants and make the selection plan, and submit the ranking recommendation results to the international exchange and cooperation department.

3. The international exchange and cooperation department shall together with the personnel department, the teaching affairs department (teacher development center) and other relevant departments, draw up the list of teachers' suggestions and submit it to the college according to the teacher team construction plan.

4. The party and government joint meeting of the college will discuss and confirm the final list of selected teachers and publish the list.

5. The validity period of the selection qualification is 1 year (from the end of the publicity).

6. Teachers must sign the agreement with the college before going abroad.

IV. Dispatching Period and Funding Standards

1. The dispatch period (subject to the entry and exit time) shall be 3 months. If it is necessary to extend the time limit, it shall be submitted to the personnel department for record with the approval of the secondary schools, and the maximum time limit shall not exceed 6 months.

2. If the dispatching period is within 3 months, the dispatched teachers' basic salary and basic performance salary shall be paid in full, and the post basic performance allowance shall be subsidized for 3 months (less than 3 months shall be paid monthly, and the full-time teachers shall be converted into performance points according to their posts).

3.For the teachers who apply for and approve extension of the assignment period, the basic salary and basic performance salary shall be paid in full in the 4th to 6th month, but the basic performance allowance shall be suspended without living subsidy.

4. The college will subsidize the teachers to go back and forth once for international travel expenses, and subsidize the living expenses of foreign countries for 3 months according to the scholarship subsidy standard of the students who study abroad sponsored by the state (less than 3 months will be paid by day).

V. Other Relevant Matters

1. Priority will be given to the selection of front-line teachers who are selected into various talent training programs of the school level (including) and above, and to the selection of young backbone teachers who have no overseas learning background.

2. For those who have been listed in the overseas training plan for teaching ability of young backbone teachers, but whose qualification for selection exceeds the validity period due to personal reasons, the college will not accept their applications within five years.

3. Teachers who have the qualification to go abroad must sign the agreement of going abroad for further study at the personnel department of the organization before going abroad. Those who have not signed the agreement before going abroad will not enjoy relevant financial assistance.

4. Once the dispatched teachers are included in the selected list, the units and courses for further study shall not be changed in principle. For those who really need to change, they shall be approved by the secondary school and reported to the educational affairs department and the international exchange and cooperation department for record.

5. The dispatched teachers shall be managed by “the Regulations for the Administration of Foreign and Domestic Visits by Teachers of Zhijiang College Zhejiang University of Technology”. During the study period, the teachers shall consciously maintain the honor of the motherland, abide by the laws of China and the country where they study, respect the customs of local people and be friendly with local people. Strictly abiding the rules and regulations of the college and the study units, according to the study plan and the signed study abroad agreement, carry out the entry and exit time, report the study with the secondary schools every month, and return to schools on time.

6. After the visiting, and should be timely to the international exchanges and cooperation, organization, personnel, and professional (subjects) in secondary school report, submitted to the “summary report of Zhijiang College Zhejiang University of Technology youth backbone teachers teaching ability of overseas training” (attachment 2), and host an teaching salon activities within the school, sharing their own ideas about how to implement the new teaching ideas and teaching methods, experiences and feelings in class.

7. The teaching affairs department, scientific research department and secondary colleges are responsible for the assessment of the results of visiting teachers. If the assessment fails, the teachers shall not be evaluated as excellent in the annual teaching performance assessment, and the basic performance allowance during the assignment shall be deducted.

 All secondary colleges (departments) are requested to do a good job in selecting and dispatching teachers of the units, fill in “the summary form of teachers applying for overseas training of teaching ability of young backbone teachers in the second half of 2019” (attachment 3), and submit the relevant paper materials to the school office (international exchange and cooperation department) before October 25, and send the electronic copy to 182216570@qq.com.
